Did Swaziland’s Budget Speech do anything to promote democracy in that country?

Idasa’s Economic Governance Programme, which monitored the Swazailand Budget Speech delivered in that country’s parliament on Friday last week, warned that little provision – maybe even none at all – was made for the small-scale agriculture sector, which covers 80% of the population.
